Civic issues
Topics getting the most attention in Benicia public meetings, ranked by how frequently they come up.
Valero fuel import operations and standstill agreement
Valero will import and store refined fuel at the idled refinery for up to two years while the city preserves its right to say that's not a permitted use. The state pays Benicia $5.25 million now and $7 million more next year, or the deal dies. The deal also protects the path for redevelopment of the full 900-acre site.
1471 Park Road surplus land declaration for housing
The city took the first legal step to dispose of a city-owned parcel designated as Housing Element Site 34, clearing the way for residential development including affordable housing under state surplus land law.
Industrial Design Guidelines Update
Benicia is rewriting its industrial design guidelines for the first time since 1989, covering building design, lighting, screening, and port-related development standards. The update is part of the Port Modernization Plan and heads to the City Council this fall.
Integrated Planning for Major East Side Developments
Resident Marilyn Bardet urged the council to form a broadly representative community committee to address cumulative impacts of the Rose Estates, Valero-area and Arsenal projects before EIRs arrive, rather than reviewing each in isolation.
Commission membership and vacancy
Two new commissioners are joining the Community Sustainability Commission, but one seat is still open — residents interested in shaping the city's sustainability work may want to apply.
