Civic issues
Topics getting the most attention in Benicia public meetings, ranked by how frequently they come up.
El Niño Emergency Declaration and Flood Preparedness
With forecasts showing a historic El Niño, the city declared a local emergency so it can skip normal bidding and act fast on storm response. A collapsed sewer main on Industrial Way needs $1.8 million in repairs, and officials outlined sandbags, 24-hour staffing, and king tide road closures on B Street.
Potential additional litigation against the city
The Council also met privately about one potential new case where the city could face significant litigation exposure.
Interim Police Chief Leadership Gap
Chief Mark Menesini retired but will stay on as interim chief at $127.12/hour while the department — down four officers with dispatch vacancies — searches for a permanent chief starting November 1.
Industrial Health and Safety Ordinance annual review
The first annual report on the industrial safety ordinance found eight minor, one moderate, and one major incident (the May 2025 Valero refinery furnace fire), with no fines issued in the education-focused first year. The council wants the oversight commission to absorb the former Valero community advisory panel role during refinery decommissioning.
Fishing ban at Benicia Marina boat launch float
Fishing is now prohibited on the marina boat launch float, matching rules at Ninth Street. Anglers lose a longtime spot; the city will add signage pointing to alternative fishing locations, and the marina says damage and disruption have already dropped since interim restrictions went up.
Library patron conduct and suspension policy
The agenda packet includes a 30-day suspension letter for a patron whose behavior included harassment and verbal threats, with police called. It shows how the library handles conduct issues and staff safety.
Library building facilities and HVAC
The children's area HVAC has been failing all summer, and more than a quarter of the library's 31,000 square feet remains unfinished basement space. The Foundation is building resources to support future capital improvements.
Proposition 64 Public Safety Grant for Police Department
The police department received a $1 million, five-year state grant for cannabis-related public safety, enforcement, and youth prevention programs. The FY27 budget amendment is $375,400, with the rest budgeted in future years.
Animal Control Services and Off-Leash Dogs
The city renewed its animal control contract with Solano County, and the mayor pressed for better enforcement of off-leash dogs at the marina and dog park. Police have added signage, flyers and extra patrols.
Fire department response charges
The fire fee schedule includes hourly charges of several hundred dollars for engine and water tender responses. The chief explained these only apply in negligence or arson cases, but Council Member Largaespada's no vote reflected concern about how clearly that's disclosed to residents.
Families in Transition volunteer shortage
The 33-year-old nonprofit that helps Benicia families avoid losing their homes is down to six volunteers, mostly in their seventies and eighties, and needs 6-10 new ones to survive. Call 707-642-6789 or email the president to help.
Alcohol and Tobacco Retail Regulations
The council is reworking rules that currently bar businesses like Sips from selling cigars due to overly broad distance rules. Direction: drop daycare/kindergarten proximity triggers, weigh 500 feet instead of 1,000, and find a path to allow cigar lounges.
Homeless coordinated entry system funding
Benicia is staying in the Solano County partnership that runs the county's coordinated entry system for homeless services through 2028, with costs rising 3% a year.
New police traffic enforcement vehicles
Benicia PD is getting two new traffic enforcement trucks, bought locally from Folsom Ford and fully outfitted with in-car cameras. Council asked about electric options but staff said the tech isn't ready yet.
